There were a few typos in the original 2013 Rule Book regarding the new 28 Point Rule (Page 28). The corrections are as follows:
Twenty Eight (28) Point Rule
When a team is behind by 28 or more points, that team (Team A) will take possession at the opponent’s 10-yard line with a first and goal. If that team fails to score at the end of their regular possession, their opponent (Team B) will take possession where ever Team A’s possession ended and will have no more than 4 downs total to score.
If Team A scores and the score differential is still greater than 28 or more points, Team B will take over at the 5 yard line. If team B fails to score then Team A will take over at the 10 yard line or at the point in which the possession has ended whichever is closer to the opposing end zone.
If Team A scores and the score differential is no longer 28 or more points, normal play will resume. This also applies at the start of the second half.
PAT attempts are permitted by both teams before, during and/or after the 28 point rule is in effect.
